UPSC introduced AI-based CCTV surveillance to prevent cheating amid NEET, NET exam controversies | details
Amid the controversies of NEET, and NET exam, the Union Public Service Commission (UPSC) has taken a significant step to ensure the free, fair, and impartial conduct of exams across the country.
The Union Public Service Commission (UPSC) has introduced facial recognition and Artificial Intelligence-based CCTV surveillance systems to prevent cheating and impersonation in its various tests. The commission has released a tender to invite bids from experienced public sector undertakings to devise two tech solutions to be used during the exam procedure. The first is Aadhaar-based fingerprint authentication (else digital fingerprint capturing) & facial recognition of candidates and QR code scanning of e-admit cards and the second is Live AI-based CCTV surveillance service.
The Union Public Service Commission (UPSC) conducts 14 major exams including the civil services examination to select officers of the Indian Administrative Service (IAS), Indian Foreign Service (IFS), and Indian Police Service (IPS) — besides a number of recruitment tests, interviews every year for induction to Group ‘A’ and Group ‘B’ posts of the central government. Every year, Lakhs of candidates apply for these recruitment exams.
This year, it is expected that around 26 lakh candidates will appear in such recruitment exams, conducted at a maximum of 80 centres in Leh, Kargil, Srinagar, Imphal, Agartala, Aizawl and Gangtok, among other major cities.
One camera for 24 candidates
The Commission aims to enhance the examination process and prevent malpractice by candidates by introducing Aadhaar-based fingerprint authentication or digital fingerprint capturing, as well as facial recognition. Additionally, scanning of QR codes on e-admit cards and live AI-based CCTV video surveillance will be implemented. The selected service provider will use the data provided by the UPSC for Aadhaar-based fingerprint authentication of candidates and facial recognition during the exam. The system will also include a real-time attendance monitoring system and provision for monitoring the enrollment activity with GPS coordinates and time stamps to ensure compliance with shift timings. Facial recognition will involve comparing two images – one provided during online registration and another captured on the day of the exam.
The UPSC has announced that it will be implementing CCTV/video surveillance with recording and live broadcast systems to monitor the activities of candidates and staff involved in conducting the Commission’s examinations at various centers/venues across the country. The service provider is required to install a sufficient number of CCTV cameras in every classroom (minimum 1 CCTV camera for 24 candidates), entry/exit gates, and control rooms of every examination venue. The control room is where pre-examination sensitive material will be kept and opened, and post-examination sensitive material will be packed.
The UPSC said that the service provider will install one CCTV camera for every 24 candidates at each exam hall/room subject to the condition that at least 1 CCTV camera is installed in every room irrespective of candidates being less than 24. In case of the exam hall/room having more than 24 candidates, one CCTV camera for every 24 candidates shall be installed ensuring that the CCTV camera-to-candidate ratio is not less than 1:24 and that there are zero blind spots, it added.
AI-Based CCTV Surveillance to be installed
AI-based CCTV surveillance will be able to track the movement at entry/exit gates during the exam and if the furniture inside the classrooms is not properly arranged. The video system will also alert the authorities if the cameras are offline or tempered (sic) by masking or black screen, ‘if there is any movement in classrooms one hour before and after the exam, and if the invigilator is not moving after the specified time, as per the tender document. The AI should raise red flags at incidents that would indicate cheating, unfair means, absence of invigilators etc, it added.

In a decisive move to curb paper leaks and cheating in public examinations, the government on Friday introduced the Public Examinations (Prevention of Unfair Means) Act, 2024. This law comes into force amid a massive controversy surrounding the NEET and UGC-NET exams, which have been marred by allegations of paper leaks and irregularities.
The Act aims to prevent unfair means in public examinations conducted by major bodies such as the Union Public Service Commission (UPSC), Staff Selection Commission (SSC), railways, banking recruitment examinations, and the National Testing Agency (NTA), among others.
Here’s how the new legislation aims to curb malpractice in public exams:
- Stricter Punishments: The Act prescribes a minimum three-year jail term, extendable to five years, for individuals caught leaking exam papers or tampering with answer sheets. Offenders will also face fines of up to Rs 10 lakh.
- Non-Bailable Offences: All offences under the Act are classified as cognisable and non-bailable, meaning authorities can arrest individuals without a warrant and they cannot seek bail as a right.
- Accountability for Service Providers: Examination service providers who possess knowledge of a potential offence but fail to report it can be fined a hefty Rs 1 crore.
- Targeting Organised Crime: The law takes a harsher stance on organised cheating. Senior officials within service providers who knowingly participate in or facilitate such activities face a minimum three-year sentence, potentially extending to 10 years, along with a Rs 1 crore fine. Examination authorities or service providers involved in organised exam malpractice can be imprisoned for a minimum of five years and a maximum of 10, with the same Rs 1 crore fine.
- Protections for the Innocent: The Act offers some protection to individuals who can demonstrably prove that the offence was committed without their knowledge and that they tried their best to prevent it.
National Eligibility Test (UGC-NET) and the National Eligibility cum Entrance Test (NEET) – crucial exams for aspiring academics and medical professionals, respectively.
NEET, held on May 5 with about 24 lakh candidates, faced allegations of question paper leaks, particularly in Bihar. Additionally, the UGC-NET was cancelled entirely due to suspicions that the integrity of the exam was compromised.
Against this backdrop, the NTA announced on Friday the postponement of the June edition of the Joint CSIR-UGC-NET, citing unavoidable circumstances and logistic issues. This test determines eligibility for junior research fellowships, assistant professorships, and PhD admissions in science courses.

The Staff Selection Commission (SSC) has begun issuing admit cards for the Multi-Tasking Staff (Non-Technical) (MTS) and Havaldar (CBIC & CBN) exams. IIT Kanpur Launches Free CUET Preparation Platform To Aid Students Nationwide
After the success of its platforms for JEE, NEET, SSC, IBPS and ICAR, the IIT Kanpur has expanded its reach to the preparation of the Common University Entrance Test (CUET) for students. It will offer a comprehensive test series to help students assess their performance against national standards. The platform is tailored by IIT Kanpur with the Ministry Of Education to maintain its goal of offering free and high-quality educational resources for competitive exams.
Students from all over India can register for free CUET preparation. Along with this, all the facilities like study materials will be made available through the app. It was available for engineering exams, medical exams, and banking exams. This Saathi app of IIT Kanpur is no less than a boon for poor children. Children can take free coaching through it and get a chance to be studied by experts. Professor Manindra Agarwal, Director of IIT Kanpur, said that through this app, children will be able to access lectures by senior professors of IIT. Along with this, they will be able to get all the facilities including important questions from the syllabus for competitive exams, interactive live classes, a library of practice questions etc. through this app. This will be very helpful in the preparation of the children. The director called it a necessary step to empower students with the tools they need to achieve excellence in competitive exams and succeed in their chosen fields.

The Common University Entrance Test (CUET) is a crucial national-level examination that serves as a gateway for admission to undergraduate programs at central universities and other participating institutions across India. Only the universities participating in CUET will take the scorecard of CUET as the admission criteria. Delhi University, Banaras Hindu University and Jawaharlal Nehru University (JNU) are some of the colleges that do admissions based on CUET scorecards.
JEE Main 2025: NTA likely to start registrations in November, check the details here
The JEE Main 2025 exam will be held in two sessions for the academic session 2024-25.
The National Testing Agency (NTA) is likely to begin the Joint Entrance Exam (JEE) Main 2025 registrations in November 2024. The JEE Main registration link will be activated during that time.
Eligible candidates will have to register on the link at jeemain.nta.ac.in. Those who have qualified or are appearing for 10+2 from a recognised board can apply for JEE Main. It is to be noted that JEE Main eligibility marks in XIIth are not needed for appearing in JEE Mains 2025. The 75% marks criteria will be required while seeking admission to the participating institutes. In case of SC/ST candidates, the qualifying marks should be 65%.
To register for the exam, candidates will have to fill the application form online, upload documents, and pay JEE registration fees. On completion of payment, the JEE Main application form will be submitted successfully.
The NTA will conduct the JEE Main exam 2025 session 1 in January 2025.
NTA will announce the exam dates for JEE Main 2025 in November 2024. The JEE Main 2025 exam will be held in two sessions for the academic session 2024-25. Session 1 will take place in the last week of January 2025, and Session 2 will be conducted in mid-April 2025. Following the announcement of the JEE Main examination date, NTA will also release the date for the JEE Main registration form on its official website.

MCC NEET UG Counselling 2024: The Medical Counselling Committee (MCC) will close the round 2 registration and choice-filling window today, September 16, 2024. A total of 225 MBBS have been added for NEET UG round 2 counselling. In addition to announcing the addition of seats, the MCC has also removed 13 seats from the All India Quota (AIQ), Open Seat Quota, Delhi University Quota, and Delhi NCR Quota for children/widows of armed forces personnel.
Candidates yet to register for NEET UG Counselling 2024 can do so on the official website at mcc.nic.in. Those who missed securing a seat in the first round can apply in this phase. The seat allotment results will be declared on September 19, after which selected candidates must report to their respective colleges for admission and document verification.
